Andre Rand- The Pied Piper of Staten Island and the Urban Legend of Cropsey

Andre Rand, born Frank Rostum Rushan, is a convicted child abductor and potential serial killer active in the 1970's and 80's around Staten Island, New York. He was convicted of the abduction of Jennifer Schweigger in 1987. He wouldn't be convicted for the 1981 disappearance of Holly Anne Hughs until 2001. His convictions relied almost solely on eye witness testimony.
